Preheat oven to 425.
In a small container, combine black pepper, crushed red pepper, garlic powder and salt.
In a mixing bowl, combine olive oil and Romanesco.
Then sprinkle the spice mixture over the Romanesco and combine.
Spray a baking sheet with cooking spray.
Spread out the Romanesco on the prepared baking sheet.
Roast for 20 minutes (tossing them around halfway through).
When the Romanesco has finished roasting, transfer back to the mixing bowl.
Add the juice of a lemon and parmesan and combine.
